New Windows 8 Build - Video Gets Scrambled Randomly

Hey guys, I just built a new computer using an AMD FX 8150, 16GB RAM, 120GB SAMSUNG SSD, an OCZ 700 Watt PSU, a MSI970A-G46 AM3+
ATX AMD Motherboard, a MSI Radeon HD 7770 and a Fractal Design Define R4 case (with SideWindow)

And I've been having issues with machine having a messed up vide output or jumbled video like it's on a bad TV channel or something, and nothing I do gets the system to respond unless I put it to sleep manually by pressing the power button then waking it back out of sleep, everythings fine and right where I left it.

It's really bothersome and I'm thinking about just returning everything and getting an HP instead.

It gets messed up randomly, generally when IE10 is open.

Never tried Safe Mode, but it's so random it may take even a full day to see if it makes any difference.

I'm using an Apple DVI to VGA adapter and regular VGA cable to my 24" SAMSUNG IPS LED Monitor (I know I should be using HDMI)


Any ideas?

Also I was able to make it snap out of it by moving the mouse around and pressing the Windows key, at least just for the latest time this has happened.
