It would seem to me that the fan control switch it self is just a few resistors or a variable resistor and a capacitor or two. When you move the switch to a different voltage it doesn't change the PSU voltage, but actually changes the resistor that is used in order to change the voltage that goes to the fans.
some what of a picture: so when you switch the switch, it literally cuts the curcuit to the other voltages and runs the power to the fans through that voltage drop resistor. At least this how I think they do it
not sure why that would effect anything before the controller
even the delay doesn't really make sense.my drawing isn't working correctly...hmmm...
