fan broken?

hey,

I ordered 3 aerocool shark 120mm fans that arrived today. After unboxing I plugged them one by one into my fan controller

However, one of the fans doesn't spin, it just jerks backwars and forwards but won't spin.

Is it a case of DOA?

did you try any kind of trouble shooting? or did you just plug it in, saw it didnt work and unplug it?

Well i plugged two other fans into the same 3 pin and they all spun,

with this fan, when it is plugged in it doesn't spin, but also it seems to have some kind of resistence (i can't make the fan spin even with my fingers, it kinds of jolts back and forth a few milimetres).

I think i'll just use some gentle typhoons i have spare lying around instead, they are dead quiet. I know they're not designed to be case fans, but why not?

Kind of related question, is my fan controller ok lol?

Its an aerocool touch 1000, it lets you set the fan rpm then shows the rpm constantly. If i set it to any number, say 1000rpm, it every few seconds keeps displaying 900rpm then 1000rpm, if i set it to 1500rpm it displays 1400rpm and 1500rpm, again changed every second between the two values.
