I have HD7950 DC2 TOP and I had the same problem with card's temperatures.

I have fixed my card myself though.

I have reapplied thermal compound and when I mounted cooler back on the card I have put a 2mm thich plastic washers under the screws.

That made a cooler pressure so much greater on the GPU and cooling efficiency so much better.

The design flaw is in the screws themself because they are too long and therefore cannot be tightned enough.

Plastic washers fix that issue completely.

Now my card @ 1070/1750 MHz never touches 58C in BF3 and my fan speed is 38% maximum.

@ STOCK 900/1250 MHz card never touches 56C and fan ramps up to only 20% (stock fan profile).

CHEERS..

thanks for the help and ive got zinc washers under my screws and the gap with the cooler has gone but im still not too happy with the cooler.
other people with tf3 coolers can run there volts at 1.2 and have like 65 degree max temp if i put 1.2 volts my temps start jumping like crazy
is there anything else i can do cause i dont want to rma it. what volts are you running at ? and do you add any extra volts to your memory voltage

i have the same card, yes it runs hot and i am yet to reseat the cooler but have heard doing this can make a world of difference. as to vRAM, mine is at 1.6V for clock of 1725 and at 1155/1725 temps have yet to go over 65*C on the core and VRM's. i may have scored well with my card as i hear it can be hit or miss.
