If I get a new better mobo will I be able to oc my fx6300 with less volts? also question about turboboost/turboclock

Got a 78lmts2p rev 5, running on stock since its a weak board but I wanna know if my cpu will be able to hit at higher clocks for same voltage than this board which I tested for funzies. I need 1.41voltage for 4.0 stable and can't even post at 4.5 with 1.49 voltage. So is my cpu just badly binned or is it my mobo?

Also how would turbo clock work, are some of my cores supposed to clock up to 4.1 when stressed out? cuz im running ibt/prime95 and all my cores are still clocked at 3.5, turbo boost is enabled in bios, everything stock settings.

Dont use turbo core if you are overclcoking.

I needed 1.45V for 4.44Ghz, and I think your mobo is holding you back.

I'm not, but im confused as how to turbo core works, is it supposed to go into effect when i run a stress test?

It pulls back the clocks if the thermal headroom isn't there.
Turbo is basically worthless when you are overclocking since turbo core typically uses too many volts.
If you are running stock cooling, turbo won't have enough thermal headroom on stress tests.

Or when you are playing a game. It bumps the speeds of 1 to 4 cores and it will bump the voltage a little as well. The main objective of turbo core is more speed when you needed it, and to get things done quicker.
