Not precisely. You download the client and it auto-uploads your existing music collection (or what parts you want). It also allows you to download some or all of those songs for listening offline, which is what I do. I have 20GB of music and have near 24/7 access to it, but also keep ~3GB downloaded through the app as I listen to that music most often. And let's face it, my 20GB collection is over 250 hours worth and I'll never need all of it at once. The 20,000 song restriction is the number of songs you can have on their servers at any given time. For reference, my collection comes out to just under 3,500 songs. Music purchased through Google Play also doesn't count toward that restriction.

Overall, I find it extremely convenient, especially using Google Drive and Dropbox to keep various folders synced up between my computers and phone.

Also, I'm typically only out of wifi range about an hour a day, and that's spent driving so kind of moot. I suspect a lot of people have a similar experience.
