What does it say on the "type" row for the user.cfg file? text document?

I already tested the predefined settings but still, the same problem.
The problem is the cpu is spiking mostly all the time for some reason..

Ensure that ‘Turn on Filter Keys’ is ticked at the top and apply. Dead Island now runs smoothly, when you’re done, untick the box and apply.

Be sure to revert the settings back to normal when you’re done playing the game.

I use this for some of my games. I get the problem often. The only thing is it doesn't completely remove the micro stutter. when pressing keys, the game is microstutter and the same for lifting off a key. If you strafe and start spamming any other key you can see this. Is there any permanent work around instead of filter keys?
