Some cards might not need as much cooling so case fans might not benefit. I think it's still worth a shot though.
I wouldn't bother with high static pressure fans. Just go for high airflow since it's not hard to push air through a GPU heatsink anyway.
If 1380rpm is the lowest you can adjust the idle than there is a good chance that the replacement fans will also idle very fast.
Some cards have better stock cooling than others and changing fans is not enough to get better cooling. A bigger cooler is needed to get better cooling.
As for not bothering with "high static pressure" fans, how well a fan performs is a combination of static pressure and cfm. The higher the rating of both is translates into better airflow.
A fan rated 50cfm & 3mm H2O will flow more air through a cooler than one rated 50cfm & 1mm H2O simple because it takes more resistance to stop the airflow. . 2mm H2O more. . before it stops flowing air. Remember, static pressure is the point the pressure (resistance) air becomes static... stops moving. 0.5mm H20 resistance is 1/2 of 1.0mm H2O rating, but only 1/6 of 3mm rating. . means fan will flow much more of it's 50cfm rating than the 1.0mm rated fan. .
