2nd 7970 running at 99% usage on desktop

Haven't posted in here for awhile. My 2nd 7970 is running at 99% usage every time at startup and doesn't drop. When I try to run a 3d app, my computer locks up and blue screens, saying the display driver has timed out. Most likely a driver problem then? I'm on 12.11 and I have made no changes to my system and installed nothing new. The only thing I can think of is yesterday, my dog tripped the PSU cable, disconnecting it from the PSU (Corsair AX850) while I was gaming. The first couple boots wouldn't turn on until the BIOS reset itself, but when it did, both my GPUs are fine like nothing happened. Until today my 2nd GPU is acting up.

If it was going to get messed up, shouldn't it have done so yesterday? I disabled CFX but the 2nd card is still running at 99% at 3d clock speeds which is 925/1375. I don't have time to switch them out so I thought I'd post here first.

Uninstall your drivers,

Run driver sweeper from 3d guru in safe mode

Do a fresh install of the 12.11 drivers

If that doesn't work, it might need to be reseated.

Sounds like a driver issue, but I could be wrong. Try reinstalling the drivers, maybe?

Reinstalling drivers didn't help. In fact, it would blue screen after installing the drivers with the same message. I tried 12.1 and 12.3 beta. I was afraid my 2nd GPU was damaged so I pulled it out and plugged it into the first slot and it worked after reinstalling drivers! I then proceeded to plug in the bottom card and I got a blue screen error after restart. It didn't even load to desktop.

I'm afraid it's my motherboard, but most likely I would need to reformat my entire computer? I used ATIMAN in between all the reinstalls. I am currently on just a single card, my 2nd card is in a box until I can try to clean install Windows.

How weird..

Try each card individually to check that they are stable, if so, then the issue is probably the motherboard.

Yeah, I already checked both cards and they are working fine in the top slot. The only thing I haven't tried is a clean install of Windows to clear up any left over drivers, even though I did use ATIMAN. If it doesn't work after that, it might be the motherboard.....hopefully not.

Tried running each card seperatley in the bottom slot/slot you use for the second card in CF?

If it doesn't work in the bottom slot with either card on it's own, you know it's the board. If it does, then it's probably a crossfire/driver, or even potentially a card issue.

I just tried running a single card on the bottom slot and it worked fine. Looks like a driver problem then.
