Can't login to XP. Says security key not found.

I went to install windows for a customer. He said he forgot the pw. Upon working on it, it appears this is a off-lease work computer. At login screen a pop up appears and it says security key not found. How do I get around this. It will not boot from cd even though in the bios it says it will. I tried putting in a ophcrack cd and windows cd. I am out of ideas. Please help! redface.gif

Update: I stuck the drive in another computer and got access to it. I am backing it up now then going to format. Please feel free to let me know if there was a fix besides the one I did.

If this is a work computer, most probably it was connected to a domain and thus the reason for it always asking for a password.
