Nope, never had that issue. Papyrus has never glitched for me...

Palm rejection works by sensing whether the pen is near the screen. If its within a couple millimeters of the screen, any and all finger input is blocked. If, like you said, its not detecting erasing and scrolling, my best guess is that the tip of the pen was too close to the screen.
It took a while for me to get used to it - I had to alter my writing style a tiny bit to make sure the tip of the pen wasn't near the screen when I erased or scrolled.
