is that what the pll voltage is because i have lowered that as nwell as the vcore

No Load line calibration is LLC and it will have fixed values to use, such as %25, or "Medium".
PLL you can manually adjust in a range.
LLC is what compensates Vdroop directly.

this is after i re-apply the tim and its looking 5 degrees coller now it just tops out at 50 degrees celcius but i changed my llc to medium and i still on load get a lower vcore then at idle idle i get 1.024
and at full load i 0.980 do i need to increase the llc higher

Yes, you can go higher on LLC until your vcore doesn't drop under load anymore. Just be careful once you start upping your vcore with high LLC, since you can overvolt your chip at load which can not only increase vcore past what you want, but cause your chip to release unnecessary heat.

If it is stable with what you have, you don't need to mess with the LLC. The power delivery system is designed to run with some Vdroop.
