$400-500 Mini Work Computer

I have never built a computer in a case smaller then a mid tower and I need some help selecting everything for my new work rig.
The criteria is the following.
  • Must be able to fit in a large, over the shoulder, 17" laptop bag (the smallest dimension has to be a max of about 10")
  • Must be fit for travel back and forth from work, it is about a 15 minute walk
  • Must be faster then my craptastic laptop (in my sig, the CPU has no thermal paste left on it so it is overheating constantly doing nominal tasks, probably underclocking itself, takes about 10-15 seconds to start up google chrome with no ad-ons)
  • Not too worried about weight, I am a fairly strong guy and have no trouble carrying about 15-20 pounds for that amount of time
  • MUST have a VGA, DVI and HDMI port (depending on where I am in the office, I could have a monitor with any of those cords)

My budget is $400 - $500, preferably less, but I understand that things cost money.
I would prefer a dedicated video card, but I really dont care as long as the on-board won't slow down the computer at all. I will be hooking this up to my TV at home and watching movies off of it so that is also a factor.

Woops, probably should have mentioned that I live in Canada, and I have a 13% tax... yeah I know its terrible.

Why arn't you looking at Tablets or Laptops?

I hate tablets with a passion and most laptops with any kind of speed are $800-1000.
I mostly want to build this to try something new and also because if any parts break, I can replace them with ease.
