CPU speed stays at normal speed, not low power mode anymore. Multiplier also changing rapidly??

Hello there, today I noticed on CPU-Z that my clock speed was between 3.3 and 3.7 Ghz which is normal (Turbo Boost), but it does not go down to low power mode (1.6Ghz) anymore and the multiplier is always rapidly changing between 33, 34, and 35 which is bugging me. Any idea on what to do?

Check for enabled C1E and Turbo Boost in BIOS, and Balanced Plan selected under Power Options in Control Panel.

I have the plan in High Performance as always, it used to slow down the CPU before but now it dosent. C1E is disabled. Turbo boost is enabled. C3/C6 or whatever is enabled.

And it's like turbo boost is always on no matter what, my PC is idling and it's going from 3.4-3.6Ghz rapidly and there is no load at all.

High Performance will keep the CPU at full speed unless you manually change the minimum CPU speed setting. Maybe it got reset to default somehow. Try Balanced and see if it fixes the problem - at least that would narrow it down to a software issue, as opposed to a BIOS issue.
