Help with stopping voltage from fluctuating.

Ok so I just did a bios upgrade, and before my settings for my 4.4ghz OC were -0.015v offset mode, level 2 LLC, and according to CPU-Z that kept the voltage around 1.224-1.232 and that was rock solid stable. Now after the bios update, with the same settings, the voltage now constantly jumps around from 1.084-1.1ish, then spikes to 1.2. I'm triyng to hit 4.5ghz, and with this constant voltage change I can't seem to stabilize it. So what setting do I change to stop it from jumping around so much? Speedstep is off, it doesn't downclock, only undervolts itself. Is it something to do with C-States/C1E?

edit: seems to be so, after turning em all off it still fluctuates from 1.264 to 1.272 to 1.280 at times, Gonna try to find the lowest possible voltage I can now.

Disable all C-states if you want constant voltage or set the Vcore to Manual mode @ 1.23v .....

try a different llc and rearrange the offset ?
