What are your system specs?

I have no idea how source vs dod 1.3 transfer over but try

limiting cl_particalfx to 0 (?)
no dead bodies
10 or less bullet holes
setting the weather to 0
Don't use ragdoll

Try looking towards that or searching on google about how to get the most out of the source engine. Or just look how to optimize cs:source.

Hope that helps.

The only thing that I am aware of is to choose a lower monitor resolution or overclock your system.
