Doesn't work exactly like that.... It depends on the caching algorithm.

I always thought that was HDD buffer which was related to the HDD.

That's precisely what I think is happening.

My hard drive is not writing out files from the cache therefore the whole file transferring process is slowed down.

I got so fed up and thought maybe its a virus or a windows problem, it's taking me 2+ hours to install windows on a core 2 duo 1.8ghz...

What I want specifically for this thread to address is to know 100% if its a HD problem or not. If it is, I don't mind just buying a new hard disk
It's the memory buffer created by the application to helps the HDD cope with the incoming writes.

Try running HD Tune on your HDD. Let's see it's performance.

What kind of system is it? It probably uses Intel RST, AMD AHCI, or nVidia nForce drivers. Make sure you've installed whichever kind it takes.

If you tap F8 while booting to get into safemode, does it enter safemode quicker than a regular boot?

Its roughly the same.

Maybe this isn't an HDD problem but a memory problem? My CPU is at 0% utilization most of the time :s

That looks a bit low for a modern HDD... what HDD is it exactly?

Oh ok, it's a much older HDD so numbers are not too bad.
