Yes I am definitely experiencing this.
Except the higher my FSB goes the lower my NB/HT needs to be.
Stock FSB I can get away with 2400 HT/NB but at 222 FSB I need 2000 HT/NB.

CPUNB voltage stock is only 1.17v.......which I discovered after 1-2 weeks of testing was my main problem with OC'ing the RAM.

I got the 1.35v CPU-NB and 1.30 NB "safe voltage numbers from the guide a friend linked me to.

I think the problem is AMD's chipset or IMC...as we've also seen ASUS user's complain as well.
Asrock is a very good price to performance MOBO maker.
Lots of OC features on cheap boards and lots of SATA ports are the main reasons I love them.

Try it with 2 sticks of ram to see if you can get it stable at 1866.

Apparently 4 sticks at high speeds is too much for the imc.

bumping the cpu vcore may help you.

I'm doing a memtest with these settings right now:

Well I guess I have a good 8320 or Sabertooth mobo then because I have no problems with 4 sticks at 2133. I only had problems with 4 sticks @ 2133 on an AsRock or Biostar mobo.
Sorry. That was the wrong settings. I found the peice of paper with my memory settings on it.
These are the right setting for my setup.

I had to bump my VTT oh.. "CPU/NB" to be able to boot with 4 of those sticks in last night.
Decided it wasn't worth it for the heat dump.

You should read this thread...or at least skim/scan through it.

I was stable on small fft prime95 for 9 hours, but was getting 0x124 bsods on blend and hyperpi 32m. Bumping my vcore fixed that.

I have options to juice:
CPU
CPU-NB (I've run as high as 1.40 with no benefits)
Northbridge (1.10, 1.20, 1.30, 1.40)
Southbridge (Haven't touched)
1.4 (Has a few volt options...didn't help)
1.8 (Has an option for 1.80 or 1.92...didn't help)

I'm currently running an OCCT test with LARGE memory.
About 1 hour into the test.
4551 CPU @1.4875v (1.4750v wasn't enough)
It's topping out at 65C.

People were telling me that prime95 didn't play nice with Vishera but it looks to be the same volts required to pass the test.
Only difference seems to be core 0 or 2 fails (OCCT) instead of core 6 (prime95)....huge difference....right?

I tried putting CPU-NB, NB, 1.8, and 1.4 volts up (not all at the same time) but nothing would make it POST at even 2222 NB speed (1998 HT and 222 FSB).
My NB is a jerk.

I would like to figure out how to get the NB speed up just one level but I don't think it's going to happen.
I'm going to play with the numbers and see what is fastest next.

Benchmarking program suggestions are welcome.

Have you tried adjusting the vrm settings for the cpu/nb and dram?

dram drive strength settings?

What about with NB set at 1.30V?
