Poor framerate/stuttering since hardware update

Hey everyone. I hope you can help me out here. Whenever I play games there seems to be a stuttering problem, meaning when I turn the camera view in 3rd person games or look around in 1rst person games the screen glitches/stutters a bit. This doesn't seem to happen when moving in a straight line in most games, and isn't so bad in most 3rd person games.

What bugs me is that i just built this computer months ago and so far its performance has been comparably worse than my i3 and 3870....I just started playing mass effect 1 again since the hardware change(my 3870 played this game on max with no issues but also I must point out it was on my wdd caviar blue then) and now the framerate has dropped to unplayable levels. I have been playing around with drivers, gameplay settings, etc. to no avail.

I did switch my games over to the wdd black not too long ago. Is there a main culprit? I was thinking it could be my hardrive since when it makes noise it tends to stutter but it could be a coincidence. All of my parts are practically new with 5 months or so of use.
