3.3 rail question

ok im wondering- does the 3.3 rail power the ram, i thought that it did but im not really sure, i am wondering because some of my problems ive been having have been from my memory apparently and when im in bios the 3.3 voltage fluctuates quiet a bit while all the others are rock solid with no fluctuation at all which is what im use to from this power supply,

and when im having problems with my system i can log into windows and run memtest and it instantly errors and keeps doing so repeatedly but when the problem seems to go away i can run memtest or prime for hours (did it up to 12) without any errors and this will be fine until finally ill get a bsod or shut down or freeze (most common)
