If roommate only uploads, then download speed will be barely
affect it. But not to such high degree where a simple webpage such as CNN.com loads at low speeds. The router, is designed to handle more connections then most if not all NIC cards can handle. Roommates NIC would overload by too many connections way before a router would.
You are more then welcome to try this on your own, by DLing a torrent and by setting various speeds and various amount of connections; up and down. At the end of the day, NIC will the weak link.
Thus the roommate is using up the entire up bandwidth as well as down.
Take my router for example; WNDR3700V1. Maximum Simultaneous Connections 4096; thats up and down at the same time. My Intel NIC crumbles at around 1,000 connections down.
Some routers will handle 15,000 connections and much more.
Maximum Simultaneous Connections Up 34,925 and down 34,925.
