How heavy a talker/texter are you? I have a couple of emergency cell phones on AT&T Pay As You Go Prepaid service. For really low usage, you can go as low as $100/year. Calls are charged at $0.10 per minute and I just add a $5/200 messages feature package. Unused messages roll over as long as you renew the feature package before 30 days. Some of the heavier texters I know add the $10/1000 messages feature package and just renew with the $5 package every 30 days to roll over the entire messaging balance. If you don't actually need the 250 minutes and unlimited messaging, that could save you quite a bit.

$30 a month T-mobile plan is probably the best for Tablet due to 5gig limit.

A tablet is not a smart phone replacement.
