Rig won't turn on - PSU issue?

Boyfriend has been having issues for the past few months with his desktop. I took notes on his rig and setup as well as information about what exactly is going on. I apologize if any information is lacking but please ask me to clarify as I can get that information from him. My speculation is that he got a bum PSU but I wanted to check here before he replaces it. Thanks in advance everyone.

Setup:
NZXT 850W PS
Fx 8150 AMD Processor
Gigabyte 990FXA UD3
Sapphire Radeon HD 7870
WD Caviar Black 1TB 7200rpm
4GB Ram GSkill Sniper Series, 1866 x4

"First day upon installation, the rig did not power on. Replaced my old 850w with the NZXT 850w PSU. Rig still did not turn on. Suspected mobo issue. RMA'd the mobo and received a new one. Rig powered on and worked for about 60 days. After saving up money I bought a new case - a NZXT Phantom 410 and a new heatsink Hyper 212 Evo. I put all the components back into the new case and the rig did not power on. Took it to Frys and purchased ANOTHER motherboard [third mobo in this rig]. Did not power up. I removed my GPU and everything worked. Now, when I put in my GPU, the case fans won't work or will work intermittently. Most of the time, the rig doesn't power on at all. "

So basically the rig works with your video card and not his?

Oh, no no. I'm just relaying this information so that he didn't have to make an account. Sorry about that.
Everything posted are his internals. Nothing is mine.
When he removes the GPU, the rig typically turns on and works fine.
When he puts the GPU in, the rig rarely turns on. And, when it does, the case fans are not running.

Sound like the GPU is the problem or the PSU doesn't have enough juice for the 7870 and the rest of his rig.

What king of GPU is it tongue.gif and has he tried any other PCI-e slots? from what you telling us it's most likely a faulty GPU.

I wouldn't put it past the GPU to be faulty. I have the exact same one as he does and have had black out screen issues.
But, a faulty GPU would be preventing his entire rig from turning on? I suppose it's possible but I would at least think it would make it to the BIOS screen or you'd hear the mobo beep because it didn't detect the GPU.
I'll tell him to use another PCI-E slot if he has one he can move it to around his heatsink.

Sounds like a good idea to me.
We will have to give that a try. At least then, we can narrow something down. :]
