Thats crap, I have my power options at full win Win 7 and my i5 downclocks to idle speeds

This. Same for me, always put them on Performance and then make sure no power saving is enabled there and mine still drops to idle speeds with just Speedstep and C1E Enabled, everything else is disabled.

Depends what you check it with.
When i ran mine at Performance, RealTemp was showing it clocked down to 1.6ghz when idle, while CPU-Z was showing it all the way at 4312mhz.

So i set it to 'Balanced' and they evened out.

You guys must have some odd config as the performance full power option in win 7 is supposed to disable speed step on a desktop OS.

They must have something odd going on because when I set the minimum processor state to 100%, it runs at 4.5 all day but the voltage does drop when idle. If I want 1.6 I have to set minimum to 5% in conjunction with BIOS settings
