Not really surprised.
My own phone, which I bought for about $180 a while back houses an A9-based dual-core SoC with 512MB of RAM. Scores 2890 on Quadrant, 6800 on AnTuTu and 30FPS on Nenamark 2. Pretty decent.
Another thing is that global companies are teaming up with Indian companies such as XOLO (the makers of my phone) to bring out new phones. For instance, Intel teamed up with XOLO to launch the X900 in India in April '12, the world's first Intel Atom-based smartphone.
This year, Nvidia may team up with XOLO to bring out affordable Tegra 4 based phones here.
