asrock z77 oc formula please help

Today I bought a new setup, the z77 oc formula, I switched from the evga z77 ftw..so heres my two problems.....number one, I do not know a lot about overclocking, zilch. this is why this board appealed to me because of the pre set profiles... ill choose a 4.5 overclock profile and save then boot and in the overclock formula software it will say im at 4.5 oc then all of a sudden it will say 1600mhz..which maybe because im idle? but when I check in my windows on computer it still says cpu is at 3.4 I have the i5 3570k.. even when I run a program for cpu speed its at 3.5.... am I doing something wrong? secondly, I have an evga gtx 560 gpu that is hooked up but does not work, it worked on previous mobo but not now, when i plug in my power to it the mobo does not want to post not even when im using the hdmi on the i/o section, but if I unplug the gpu it will turn on and boot from hdmi port on the i/o .... any suggestions? Windows won't report the correct clock speed, so don't worry about that. Use CPU-Z to check it, and Coretemp or Realtemp to monitor the temperatures.

It is normal for the CPU to drop down to 1600 MHz when idle, as part of the power saving features. So everything sounds fine.

Check in the BIOS and make sure it is set to boot the dedicated video card - should be an option for Graphics Device or something similar, set it the PEG (normally what the option is called, but I'm not sure about ASRock). Otherwise, have you tried a different slot to make sure that's not the problem?
