At launch I'm going to claim 3 cities, two of them I'll only put a little suburban/commercial area, and build up the third with a giant windfarm, massive industrial section, waste management and fill the rest with enough residential commercial to keep the city functioning. Then I'll build the next one up as a "college town" to supply educated sims and enough commuter housing, and use the third city entirely as high-density commercial/residential "downtown". If I'm seeing the systems correctly, it should work using the first city to fund the other two until it reverses.

I would download the beta, but I'm 16 hours too late and the download alone would take 2 hours. Not to mention, I'm not a fan of the 1hr limit.
