The sites aren't enabling anything at this point. The game still has an insanely large fanbase and people will keep buying it even if reviews go down. And if reviews start to get too low Activation can either make a large improvement to bring them back up or just throw money at the review sites.
They do enable them by continually showcasing the games, hyping them up and when released saying what Activision wants which is they are innovative, have great graphics and sound etc. When the reality is the graphics and sound are awful, the gameplay and features of the game ridiculous and the entire franchise has turned into a big joke.
If they got constant 5/10 which they should and sites openly spoke about how awful they are, which they are to anyone that isn't 12. Then they would be forced to try harder with the releases. You under estimate how powerful the media, social media and 'hype' is. If the tone changed and COD wasn't considered the best FPS by such outlets it would change quickly.
Fan base or not it doesn't matter. When your fan base is an impressionable bunch of children, you can brainwash them very easily into following anything.
