I priced together on newegg the EVGA gtx 660 3gb GPU, antec NEO 620W psu, gigabyte z77x-ud3h and a 3570k cpu.

If you couple these with 8gb Samsung 30nm green RAM its ove budget by $50 or so, but well worth it in my opinion. I think thats probably the best build you can do for the money you have.

Im not sure what your gonna do about monitor, cpu cooler, peripherals though.

and for your video card i would just get a 2gb and save or if your spending that much just get a 660 ti

As already mentioned dont cheap out on the mobo, it will hinder your chances of a high overclock. If your going for one that is?

Both those motherboards are a little better, and have vrm heatsinks, but i'd still go for this at minimum for the 3570k http://www.newegg.com/Product/Product.aspx?Item=N82E16813128544

and this for the 2500K: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128498 that one has a 30 dollar rebate card as well.
You generally get what you pay for with motherboards ie. overclocking ability, features, etc. those 2 gb boards have good features for the money.
