I dont believe you'll find a full cover block for the XT cards. You'll have to go with a Swiftech MCW82

So, just to confirm, (and I'm also thinking about getting a 7870XT), there is no full water block for this card? The Swiftech MCW82 just cools the chip, right? Not the rest.

Maybe it would be better, for me to save up more $, for a 7950, so I can easily upgrade it to a full water block?

this is indeed correct, afaik there are no full cover blocks for the 7870xt. 7950's do have more compatibility and it would be more suitable to get a 7950 for a full cover block.

A reminder that chip waterblocks are very easy to mount improperly and do not cool mosfets and ram, leading to less overclockability and less stability of the card as there is no sufficient cooling for the entire card. I do not recommend these chipset only waterblocks.

based on these pictures, it looks like the reference design does not cool anything but the chip itself either? I this case, wouldn't you actually not be losing anything by going with a GPU only block and then adding some ramsinks? I would think just the ability to add some ramsinks would be an improvement on ram cooling vs the stock cooler.

There is no FC water block for 7870 XT (Tahiti LE) on the market. You will not be able to put anything apart from universal GPU water block on this graphics card.

This is true, the stock cooler doesn't do that RAM either as well. I used ram sinks + a chip waterblock and have a 140mm case fan side mounted blowing straight onto the GPU. I've found this configuration keeps it quite cool. I've stably overclocked to 1220MHz GPU and 1600MHz for the ram and temps don't go over 43C and idle 1 or 2 degrees above room temp. I don't think a full block is necessary cooling wise for this card, it's main benefit would be looking pretty.
