Poor frame rate on low requirements games

Hello everyone,

I'm having problems with my computer performances. At first, I wasn't even able to run old 3d games like both Half Life games (that I used to run without a hitch) so I did a lot of things to try to solve the problem, I thought it was a dust problems due to high temperature of my CPU and GPU, so I cleaned out the dust, it reduced the CPU temperature (70c to 40c) but the GPU temp didn't really change (60c idle and up to 80c when playing).
But after research I've come to the conclusion that fanless card could handle high temp, and the max GPU temp is listed at 99c.

I updated all my drivers, did a virus scan, did a defrag, deleted about 40% of my HDD, set my pc to performance, used CCleaner, GameBooster and cant really remember all that I did to help it.
My final attempt was to format my pc, but I don't have a CD drive neither a os CD, so I did a HP PC recovery and all seemed to work like it used to be.

To make it short, I thought that all was okay until I tried to play more recent games, games that technically my PC could run easily (Oblivion, Condemned) have a really low fps much of the time, sometimes they run smooth but when having too much details in screen, fps drop drastically and makes the games unplayable.

XP Media Center 32bit
Intel Core 2 Duo E6300 1.86Ghz
2Gb RAM DDR2
1Gb AMD Radeon HD 6450 Silent

Only thing I changed is my graphic card; once when I wasn't even able to play diablo 2, graphical issues made it clear that the graphic card was the problem. And this one that I have right now that I bought about a year ago

So I don't know what's my problem, at the beginning I was able to play much more demanding games without lag, now games that I over meet the recommended requirements seem to rush on my computer.
Do I have to change my graphic card again? Or my CPU is the problem?

well you do have a bit of a dinosaur there.

if the money is available, i would certainly suggest building a new PC.

what resolution monitor do you game with btw?

also, if your GPU was running that Hot, I can almost guarantee your chipset is ready to burst into flames.

Im surprised you have not been artifacting or blue screening at all.

open the case, take a room fan and Blow it on the motherboard and GPU so the air sweeps front to back. We can at least find out if removing Heat from the equation solves anything.

Thanks for the reply,
yeah I know it's really old but building a new PC is quite out of my budget right now, but I cant understand why games that I used to play with the exact same hardware are giving my computer such a hard time now. The only thing I could see is damage has been done somewhere. Last time I changed my graphic card purple colors were popping out of nowhere or the games couldn't even run.

My monitor is 1600x900, VGA connected, which I bought the same time as my graphic card.

I will try that right away, and I'll get back to you with results.
But the first second I'm in a game, animations or detailed environments make my pc lags, when I drop all settings to low it lags a little less but still is a problem, and that's without say the shattered visuals, and I can't turn on Vertical Sync since it makes things even worst.

mm redoin the drivers couldnt hurt, there should be a guide somewhere aroudn here for removing the drivers and installing clean set. Kind of sounds like the drivers are crashing, but this could be due to the chipset as well

Well I'm trying it right now, though my GPU temp drops to 47c, my fps is just as bad as before. I just don't know what's happening, I'd buy another graphic card if it's the problem but I don't wanna throw 60$ out the window without being sure that is the problem, but it seems like my pc just cant supports games it used to run, like it was a processor or ram problem.

Yeah I did follow a guide too, using driver sweeper and restarting the pc on safe mode, I did that with all the drivers update I could find and sadly that didn't change a thing

ive run out of ideas for this.

Do you have a power supply tester? what power supply are you running?

Can you put that greaphics card in another computer by chance? Have a friend with a decent PC that would let you test the card itself?

Check your ati control panel as well, make sure its not setting all games to run at super high anti aliasing and image quality etc.

its possible these were set by accident and in oblivion could easily kill your FPS

No problem I really appreciate your efforts for my situation,
my power supply is an Antec 550W, which I changed when I first bought the pc, the original wasn't really good enough.
Well unfortunately, I'm kinda isolated out here and the only person I know has a mac lol.

And yeah I've set all to performance over quality on my catalyst control center and even in system/advance/performance on windows and killed all processes that I could and that didn't help a bit
I just tried to play Doom3 and at the very beginning the hovering ship makes my pc lags like hell (Doom/hell get it?)

but well, I did some other things to increase my PC performance and I cant remember the last time my PC was that fast, probably like the first months I got it. But in-game the problem is the same as before; I walk past steams or when a 'demanding' animation happens the FPS drops drastically which makes the games unplayable.
I've made so many searches I don't know what causes this, I'm sure it is a hardware problem but I mean if it was the graphic card, wouldn't I even be able to run the simplest 3D game?
The only thing I can see it's every time I open my pc it says that Microsoft .NET Framework 2.0 is required to run ATI Catalyst Control Center, but again I don't know how many time I tried to install it, uninstall it, did all Microsoft's updates, still have the same message every time the computer starts.
