Sooner or later your gonna reach a point where your taxing your system with no noticeable improvement to your actual image quality.

Most likely is that that portion of fins is connected underneath to the rest of the aluminium fins, increasing the heat load disspiated from the chip/VRMs. Also it may just serve as an aesthetic "plug" to keep the end closed.

Absolutely no idea.

If I had to guess I'd say as hard as 590 and 690 at launch. Meaning that if you're willing to wait for the launch you'll get them.
