1st & most important upgrade/replacement is the PSU! The one you listed is not a quality one at all.
Trade up to the Antec New Eco 620w for 49$ + 20% off with promo code EMCXVWV22
or get a higher quality one like the Capstone 450 (can handle a 7970 with SB-E) for 64$.
Both are from this list.

GPU wise @ 1080p or below, if you're into eye candy with your games, don't go lower than the MSI 650Ti for 129$ with a 75$ value in-game coupon.
Or, step up to the SAPPHIRE 7870 for 214$ with Free Bioshock &Tomb Raider game coupon.

If you have any money left over, upgrade the CPU to the FX6300 for 139$.

Here's how to put your rig in your sig:

I respectfully disagree strongly with some of your suggestions. He has a 300 to 400 dollar budget, and I see no problem with his CPU PSU. He should upgrade his graphics card and probably his processor. He says he's big into gaming, a 650 ti isn't going to last very long seeing where technology is headed

I would suggest saving up a few more coins and waiting until you can get a new platform, and GPU.

FX 6300 and 970 boards, and ram are not that expensive. Couple that with a new GPU and you'd be rocking out for a while to come.

The PSU he listed doesn't have any of the following safety features that are available in every quality PSU:
Over Temperature / Current / Voltage / Power Protection, Under Voltage Protection, and Short Circuit Protection provide maximum safety to your critical system components. Safety & EMI Approval: cTUVus, FCC, CE, ROHS.

Without them, when a problem happens, it could take out his components. Plus, it doesn't have an Active PFC.
As for the 650Ti, I own one and got 5700p in 3d11 (my 580 got 6200p in 3d11), and for 129$ with 75$ of games, it screams amazing value.

I know a fair deal about parts, except really in-depth with voltages and stuff like that.. I feel as if i should make myself a little more familiar with those areas
