To decrypt? unfortunately, no there isn't a free-ware option atm that i'm aware of. However, once you've decrypted the blu-ray, then you're free to play it in essentially whatever method you so desire; whether that be with VLC (i don't recommend this option) or MPC-HC (i recommend this option) or any other play you want.
The only caveat is, you need to find out some information in the blu-ray on which file to playback. And unfortunately, unless you buy the blu-ray centered playback software, the simple action of inserting the disc and clicking play is not going to be available for a long time.
