Is an upgrade to the 7850 worth it?

By "worth it" I mean what would be better, or would it be better to wait.

I have a budget of around 250USD, but due to regional prices pretty much everything is 50% more expensive. Current specs:

i5 3570
8GB RAM
GTS 450
550W PSU

Depends on what games you want to play really, loved my upgrade from 4870 -> 7850 as i could play GW2/Dota2/CS:GO comfortably @ 1080p after i did.

I will be playing Borderlands 2, Crysis 3, Civ 5, and Mass Effect 3 on a 1366x768 monitor.

I'd say it's a justifyable upgrade for games you wish to play and there's not gonna be much change in this year so i'd just go ahead and get it.

Go for it, you will love the change when you play those games!

With that budget, I'd go for the 7870 LE

It performs close to a 7950.

I'd be able to do that if it weren't for the fact that it would cost well over my budget here.

which country are you from ?

http://www.techpowerup.com/reviews/EVGA/GTX_650_Ti_SSC/27.html

1280 x 800

GTS 450 - 56

Go for it, 7850 is good, and on that resolution you will probably play 9/10 games on 60+ fps
