That one actually have 900MHz as turbo boost if you click on the TPU link. It also have 1920 cores instead of GTX 680s 1536 cores. Plus it have 384bit bus instead of 256bit, 192GB/s vs 288GB/s. Pretty big difference.
TDP is 250W too so the real turbo GPU frequency for that GPU is gonna be same as GTX 680, 1000MHz. 25% increase in cores will probably net 25% increase in TDP. 195W x 1.25 = 245W. Roughly. But that is without taking architecture improvements in to account which TPU failed to see. TDP of GK114 will be lower. 215W maybe?
So it will beat 7970GHz. Not just because it have 25% more cores than 680 but also because it have a lot more bandwidth now, which is one of the reasons why 680 struggled against 7970GHz in the higher resolutions
