Unless they are living entirely out of outlook or some other non-web based email client, the graphics card might actually be a good idea. Something as simple as loading up the webpage that your web-mail is located on can often have many many tasks that a GPU can do faster than a CPU.

That said, if they really just live exclusively out of their mail client, you're probably right that it won't help ENOUGH to justify the cost (unless you just have an old unused one laying around).

I agree, the PSU is fine unless you're adding new hardware. A HDD/SSD doesn't count - that's single digit wattage.

Do you live near a microcenter? I think you should be able to get an i3 paired with a 7950 or 7870 LE with that budget..

In which case I'd get an intel solution.
The graphics are less important compared to CPU performance.

i3 or a solid Ivy or Sandy Pentium should dish it out to them super fast.

Caching: My Computer, right click any drive, properties, hardware, select drive you want to change, hit properties again, under policies, enable write caching.

Any cheap $30 or less graphics card would do, I got a 8400GS for my parents computer, does everything it needs at 1080 without breaking a sweat.
