All you need to run 64bit is a 64bit capable processor; for Intel, that's pretty much any cpu circa Prescott Pentium 4s and newer; nothing else really dictates if you can run 64bit or not other than maybe outdated peripherals.

Usage doesn't really require the speed of an ssd, but given you was building a whole new system, I'd go for the ssd plus hard drive.
And about the compressing, a lot of those files you can probably skip; sound like a lot of random junk files. Look at the last accessed time, anything last accessed/modified more than 6 months ago, delete; I'm sure they wont miss them.

That is true mainly of really old hard drives.
Google actually released a report on that a while back, they gathered 35-45c is optimal for drive operation.

To the touch I'm guessing it feels like 47c, i plan on talking to my mom tomorrow about hdds melting, and the only fan in the case us the cpu fan and the psu fan

Many hard drives just run hot and loud.

Guess most of you never used one of those Hitachi Deskstar 2tb drives. Pretty hot to the touch and loud, makes that data crunching sound while reading data. Have one in my server, pretty loud drives and normally run around 40c. Some drives are just like it, I would test the drive out to make sure it is OK.

HD Tune full scan of bad blocks would be good. Then a good full format. If Drive is OK then nothing wrong with using it, even if it runs hot and loud.

a consumer HDD shouldn't be running in the mid 40's and 50's for extended times in general. From my experience, hdd's that run in the 40-50*c range die and make noise like the OP. It's definitely making the HDD act up, thus all the noise it's making. I've touched plenty of hot server grade hdd's that run from 10k to 15k and they are hot as hell but they're made for it. But OP it's good that you'll be cooling the HDD, you'd be quite miserable if your grandparents lose their hdd lol

well theyve had this computer since vista came out and its never had any airflow on it, you can see that the only fan in this computer is the cpu fan (refer to pics)
why i think this isnt right: I have a WD caviar blue in my gaming pc and it sits hidden in the case in a place of no airflow and it has never even been noticeably different to the touch, even when gaming.
