i wouldnt say it is the best card at all. i would look at something like sapphire boost cards, msi or GB as well over the asus in the 7950 series.
I have Asus HD7950 DC2T V1, and personally I would stay away from Asus DC2 cards.
V2 should have fixed cooler issue, V2 comes with identical cooler to HD7970 DC2, also V2 comes with CUSTOM PCB from Asus (8 Phase power design).
But still I would not spend my money on it.
The V1 design flaw is in the mounting screws, not coller itself as they are too long and cannot be tightened enough.
Anyway I have fixed my DC2T V1 cooling issue by installing a X shaped backplate (which usually comes on reference AMD cards).Warning: Spoiler! (Click to show)
Now my temps @ stock 900/1250MHz , stock fan are 55C max in games and benches like Heaven, 3DMark 11 etc.
@ overclocked 1050/1750MHz, fan hits 36% max, my GPU temp is under 56C in games and benches.
