This is a good question and I've been wondering what the difference is lately.  The only thing I can think of is maybe disabling Package C-States disables the CPU's  ability to use any of the C-States like C1, C3, and and C6.

From the blog post below, it sounds to me like Package C-State ("processor C-state") refers to all of the cores being in the same c-state at the same time.  The regular C-States (such as C3 and C6, and others) are referring to the states that the cores can be in one at a time.  That is, one core might be fully active (C0) while the next one might be in one of the other C-states like C1, C3, or C6.  So if all of the Cores are in C3, then it's a package C-state.
