Me and my brother have basically the same setup and I will be getting him a cooler to OC as will, so I am looking for the most cost effective I can get. His chip seems to run stable at much lower voltages than mine though.

It could be your thermal paste, it could be your cooler, or it could even be your own personal processor. They're all a little different. Kind of like siblings with different personalities. I've heard of some people replacing their thermal paste every few months. So I think it would be worth a shot. Make sure its evenly distributed properly.

As I said before I think the X40 or H80 would be a worthy investment if you want a closed loop system.

After some further reading it seems like my temps aren't even remotely high for prime95 tests. Tjmax is 72.7, but in practical computer use I never see more than 60 degrees and thats after a full day of gaming. I managed to get it stable at 19x200 so that I can use 1600mhz ram to its potential, but temps are in the mid 70s after testing large ffts for an hour. I really cannot decide whether to upgrade the cooler and push for a further overclock or let it be just as is. Any input or ideas would be appreciated and I will follow up with my decisions.

I can't remember my temps but you need to look up common temps for your model. I'm on sandy bridge and don't recall mine getting above 62*C on average after running prime95 at 4.2. As you said your temps could be fine. Realistically as long as you are running stable then you're going to be fine as long as you don't do prime95 marathon sessions.
