Since unlocking the voltage is at the driver level, I'm wondering if that Overvoltage button edits the registry or something. Like it does nothing now, because we don't have Titan's drivers maybe? And clicking the button brings up the same warning that the PixelClock config button brings up, then clicking 'Agree' will do the edit and voila...unlocked? The suspense is agonizing.
