For your budget get the 7950, you"ll have more VRAM and a larger memory bandwith, wich is very important for multiscreen.

You should be able to get a very good framerate with a single card. Eventually you can upgrade and get a second card. The scaling on the lastest AMD platform is really good.

I will add I have never used amd before (unless processors), now after looking at the 7950 and spending a while researching (maybe my tiredness has hindered my ability) but i cannot see how i can connect all 3 monitors. is it as simple as one in dvi on in hdmi and the final in display port? if so do i need an active dp adapter or will a passive one do?

sorry if sounds stupid.

A passive one will do the job just fine.

Depending of the configuration of the card you can mix 2 DVI/HDMI ports and one display port.

2 GTX 470s would definitely be a decent deal. I just went from a GTX 275 to a GTX 560 Ti, which is a similar upgrade, and it's a big difference. Plus, you could sell both your 280s for around the price of 1 470, so the whole upgrade will only cost your around $100. I say do it.

A Promised update, So I sold the 2 gtx 280's for £50 a piece and went to collect the Radeon 7950 (which by the time i got there was sold out of all stores). So I opted for the 2 Gtx 470's..

For safety I removed old drivers then ran driver sweeper before installing latest nvidia drivers.

In game I noticed the top 470 hitting around 105c so i shut down and swapped them over (top and bottom)
After swap the screen was flickering really bad a purplish colour (other than screens connected to previously hot card) I ran a quick test noticing the now bottom card is still hitting the 100c mark so I tested cards individually. one was overheating and just powering the machine down, the other was artifacting and flicking like mad. (I decided to test on different system with same results)

Upon returning the cards and waiting for 2 hours of test time the shop concluded they where both faulty. but have no other in stock to replace them.

Currently stuck with no Gpu's so using secondary system for now.

Overall upset with the shop purchased from, but still grateful for all your help. now i shall have to research some different options.
