Is it best to overclock it via BIOS or Intel utility?

I'm not sure which is better, and I've heard only certain Motherboards support OCing Intel graphics... But, I will say that I'm waiting on my 7970, and am using HD4000 OCed in the meantime. It's pretty easy with iETU, just a simple multiplier adjustment, and voltage adjustment. Seemed to work fine for me, just remember to keep an eye on your CPU temps, because this could increase them.

What's the maximum safest voltage for the HD 4000 onboard graphics?

I'm not too sure, I haven't really gone too deep, since I've only had 2 days before my card gets in... and haven't found it worth risking a brand new CPU. Unfortunately, information about it is pretty limited. I'm at work now, but if I remember correctly, I've only got the multiplier bumped up by 1. I had a couple game crashes last night, so I started bumping up the volts a bit. When I get home I'll check it out again and let you know what I ran.

It's not really common, people who have i5's and overclocking almost always have GPUs.

I had the same problem though, as I was building and overclocking a computer for someone else, who didn't game, and the overclock was just for value. There should be some option in bios, like it might be called GT or GT overclock (on msi boards you gotta enable GT overclock genie to get to the option).

Then simply raise the value from it's stock ~23 to as far as it'll go. On an i5-3570K the highest I could get it was 26, which is what a lot of people get as the most stable. I think the highest you can really play with is 29 on stock voltage? You can increase GT voltage as necessary, if you really care enough to, there is a GT voltage limit. I'm not sure if it's just like vcore or like 1.3, 1.4, you can find out if you really care.

And with any GPU overclocking, just run OCCT GPU error check for 5 minutes to check stability.
