Are the MSI PE editions of 670/680 considered better than the MSI TF3 versions?

I see the TF3 being clocked higher and costing a bit more, but I know that the PE is newer and is supposed to be based on the lightening cards:

I'm still using 3 way 570 Gigabyte factory oc SLi, (yes I know the 3rd card is pretty useless, but seemed like a good idea at the time) I skipped the 600 series, as they were just a waste of money for little or no performance boost, so I'll be getting x2 770's when they're released (whenever that will be).

Just can't wait, and the Titan GPU seems a lot of money imo.

No performance boost?, Two OC'ed 670s these days perform alot better than three 580s in 3-way.

Every generation always has some kind of performance boost, it just depends on how much.
