Power % not going as high as it should, core clock fluctuating

Hey guys, I've been having an issue with my 670 lately. I'm not sure when it started but lately I've noticed stuttering in game, and I just benched heaven.
Warning: Spoiler! (Click to show)

Core clock is all over the place even at stock, and power % is sitting around 80-85% with stock, around 90-97% with it turned up in precisionX. Shouldn't that be higher? It used to go up to around 120% or higher with the slider up.
I've tried on 313.96 and 314.07, same thing. Although 314.07 appears smoother just looking at it in heaven.

The power % won't go any higher than needed, in your example it's peaked at 97% with core at 1241. Not sure where the problem in that picture is... I can see little throttling (unsure if it could be called that) and it's probably because you're close to the 70 degrees.

The only oddity for me is the fan, why is there a huge jump near the end for that short period, then it goes back to what it was and of course start going down once the bench is complete?

Yes but the power % has room to go higher, and clock speed is not stable or going as high as it should.

Also I thought thermal throttling only happened when you actually hit 70 C.

And I have a custom fan profile that jumps to avoid whining tongue.gif
