Skyrim ENB kills my fps, when I have better computer than dev??

I am using http://skyrim.nexusmods.com/mods/9936#content for my enb, and even on performance settings I am lucky to see 20 fps.

Now, my specs:
3570k @4.2ghz
8gb Corsair RAM
Sabertooth Z77
850w PSU (can't be low on power for sure)
GTX 680 Signature SC

Now, with some of the other ENBs the devs will have a 580, and a 2500k, and yet they see 60 fps?

This is really irritating and I would like to know why it is like this.

Thanks in advance

What is the efficiency rating on your PSU please, make and model as well.

I have seen a 500w PSU unable to boot a simple system like this:

ATI 5450
AMD Phenom x4
4gb ram
one HDD

it was a crap no-name brand PSU, swapped in a coolermaster unit and fired it right up.

I know this has nothing to do with your mod and unable to launch the game, im just curious, thanks.

Edit:

Is it a steam copy of skyrim?

I know from experience that when I want to run Crysis in 64 bit mode, you swap in a few files in Crysis' install location replacing the 32 bit runtimes, it will work just fine until you try to 'repair' local game files inside steam. then it detects somethings wrong and you cannot launch it again until you reinstall.

I don't know about the crashes, but Skyrim maxed out with ENB (specially those that feature SSAO) can be quite taxing for a single 680, I speak from experience.

I suggest leaving shadows on 'high' instead of 'ultra' and disabling ambient occlusion on your enbseries.ini.

No it's not a steam copy per say. It was, but I lost my key when I got my new rig and can't use it anymore.

It's a kingwin PSU, dunno the efficiency rating

I'm not sure that's possible... since when you register your game on Steam, it ties it to the account. Regardless of a new computer, or anything else, unless it wasn't your account, you are able to re-install the game through Steam.

It was the situation as bad company 2: I have the game under my steam account, I install it, then it asks me for a key, I use my valid key, and it tells me that key has already been used.

Now I have heard that happening with BC2 (happened to a buddy of mine). Did you ever try contacting Steam Support about it?

I have issues with most games and my specs are:
FX6300 @3.9ghz
8gb RAM
M5A97 le R2.0
750w PSU (can't be low on power for sure)
MSI R6970 Lighting.

Not as good as yours but it cant be the power supply. I have no mods on skyrim but the game will crash soon as a dragon breaths on me! same with Portal1/2 and assassins creed 1...
