cards at max mhz

my 2 GTX 580's were at 62c while system was idle, msi afterburner showed both cards at 772mhz which is their stock speed and i keep them stock, anyway at 772mhz while just looking at msi and my desktop and gpu useage showed 0%. so why were both cards at max mhz while doing nothing? didn't know what to do as processes showed my common items running that are always running so there was nothing new so i rebooted and now being on the internet both cards are at 51mhz and 38c for temp.
anyone have an idea of why they were both at 772mhz while doing nothing? thanks for any help. also gpu-z showed the same as afterburner.

I sure wish someone could help me with this issue as it happened again today.
I came home and walked in my office and it was so hot in the room I had to open a window, (small office)
checked my cards with msi afterburner and they were maxed at 772mhz and temps were 68c top card and 64c bottom card
and the cards were doing nothing as per gpu useage. anyway I have to reboot to stop this and then I am good for 2 more days.
if anyone can I would really appreciate it.smile.gif they normally sit at 51mhz when system is idle and even using the internet they stay at 51mhz
they normally only max out when gaming, this just started 3 weeks ago but my current driver was installed months ago.
