I don't agree with you on that. Your conclusion is upside down.
Once your GPU is at 99%, it means that even if you push your CPU higher, it won't matter.
But if you for example get another GPU, you will realized that both aren't reaching 90% because the CPU is blocking them.
CPU intensity you can only check if nothing else is blocking the system.
If you will go back to stock CPU speeds, you might also see the GPU below the 90% mark, and realized that in order to play it well, you have to put your CPU at high clock, which means, that the game is CPU intensive.
Not everyone are OCing, and if it means that a 3770 for example will not be enough on its own and not OCed to push a 7970 or 680 to 100%, it means by conclusion, that a 3770 is not enough, as in, CPU intensive.
If you tested your CPU at stock and GPU at stock, and than CPU at 4.5 and GPU at stock, and you get an increase of 10fps for example, that is very CPU intensive.
