If you read that Seattle times article you will see that the writer just made a bunch of assumptions:
1) Assume number of people that worked on Vista
2) Assume a salary per employee
3) Assume how long it took
I dont know what school of journalism he went to, perhaps some community college.
In any case, I've seen some other replies here that make sense. The comment of MSFT vs Blizzard is a good example. Smaller companies with high-revenue per employee _always_ pay much better than giant factory-like companies (Intel, MSFT, IBM etc). Those factory-like companies cannot afford to pay high-salaries. Smaller companies with high revenue also expect much higher caliber employees, so nothing is for free.
